Early in 2003 the Oxford Playhouse came to Richard Twinch for ideas for refurbishing the first floor Circle Bar. This had been redone within the previous 10 years – but was already looking rather dowdy and uninspiring

The budget was limited, as was the construction window – just a few weeks in August when the theatre was closed for performances. Richard Twinch put forward several proposals.
     
The Playhouse was hoping that a more attractive venue would allow the space to used throughout the day – not just for evening performances. There was also a requirement to put on small performances as well as musical events, and to transmit performances to late comers. The project was taken on by Berman, Guedes, Stretton, Architects – who had done the ground floor refurbishment. Many of the above ideas were incorporated as far as money allowed (see comparison of projected photomontage with actual refurbishment).
